Job Description
We are seeking an experienced AI Policy/Research Expert to lead research and analysis of AI-related policies, government strategies, and regulations, with a focus on the AI ecosystem in Ghana. The successful candidate will play a crucial role in aligning AI development practices with existing policies, conducting thorough literature reviews on regulatory and ethical AI standards, and drafting the AI practitioners' guide. The ideal candidate will have a strong background in policy research, particularly in the technology sector, with regional expertise in Africa, especially Ghana.
Requirements
Key Responsibilities:
Policy Research and Analysis:
Conduct research on existing policies, strategies, and regulatory documents from both Ghana and other countries to assess their impact on the AI ecosystem in Ghana.
Analyze and compare global AI policies to provide insights that could enhance local AI policy frameworks.
Alignment of AI Practitioners' Guide:
Align the AI Practitioners' Guide with relevant provisions in existing policies, regulations, and strategies to ensure compliance with national and global standards.
Incorporate best practices from international AI policies to inform and enhance the guide’s recommendations for Ghanaian AI practitioners.
Literature Review:
Conduct desk-based literature reviews on the policy and regulatory landscape for AI developers in Ghana, identifying key challenges, gaps, and opportunities.
Review the global debate on ethical AI development standards to inform recommendations for local AI policy development.
Stakeholder Engagement:
Ensure that relevant policy experts are included among the stakeholders to be engaged in discussions on AI development and regulation.
Collaborate with stakeholders from government, academia, industry, and civil society to gather input for policy recommendations.
Drafting the AI Practitioners' Guide:
Draft and finalise the AI Practitioners' Guide, ensuring it is comprehensive, aligned with national policies, and responsive to the needs of AI developers and regulators.
Incorporate stakeholder feedback to refine and improve the guide.
Collaboration and Reporting:
Work closely with the project team to provide regular updates and reports on research findings, stakeholder engagements, and policy developments.
Collaborate with key stakeholders to present research outcomes and policy recommendations.
Qualification
A Master’s degree in Public Administration, Business Administration, Social Science, Data Science, or a related field.
C1-level proficiency in English (both oral and written).
At least 5 years of experience in policy and research.
A minimum of 5 years of experience in Technology Policy.
At least 3 years of management or leadership experience.
A minimum of 3 years of experience working on projects in Africa, with at least 2 years of experience on projects in Ghana.
At least 2 years of experience in Development Cooperation (DC) projects.
Skills and Competencies:
Strong analytical and research skills, with the ability to interpret policy documents and regulatory frameworks.
In-depth knowledge of the AI ecosystem, both locally and globally, with a strong understanding of the ethical and regulatory debates surrounding AI development.
Proven ability to write clear and comprehensive policy documents or guides.
Excellent stakeholder engagement skills, with the ability to work collaboratively with diverse groups.
Strong communication skills, both written and verbal, with the ability to convey complex policy issues to a wide range of audiences.
Location: Ghana (with potential travel within the region)
