Job Description – Team Lead

Country-Mozambique

Assignment Title: Consultancy Services to Develop a Public Service Catalogue and Conduct Data Collection on Public Service Delivery.

Background: The government of Mozambique is seeking consultancy services to enhance the accessibility and efficiency of public services through the creation of a comprehensive Public Service Catalogue. This initiative aims to streamline public service delivery by providing detailed information on available services, processes, and procedures, thereby facilitating citizen engagement and governance.

Scope of Services: The consulting services (“the Services”) include, but are not limited to, the following tasks:

Service Survey:

Conduct a thorough survey of all services offered by public administration.

Document the steps and procedures involved in requesting these services.

Public Services Catalogue Development:

Design and develop a user-friendly Public Services Catalogue.

Ensure the catalogue is available in both offline and online formats.

Integrate the catalogue into the Citizen’s Portal for easy navigation and access

System Integration:

Work on integrating the Public Services Catalogue with other relevant governmental systems and databases to enhance data interconnectivity and accessibility.

Information Updating Process:

Establish a dynamic and sustainable process for the regular updating of information contained in the catalogue to ensure its accuracy and relevance.

User Feedback Mechanisms:

Implement mechanisms to collect user feedback on the quality of public services to inform future improvements and updates.

Requirements

Proven experience in public administration reform projects, particularly in developing countries.

Strong analytical skills to assess data and identify areas for improvement in public administration.

Ability to collaborate effectively with diverse stakeholders, including state institutions, the private sector, and civil society organizations.

Proactive approach in seeking innovative solutions to public administration challenges.

Qualification

Educational Background:

Bachelor’s degree in public administration or a related field (Master’s degree is an advantage).

Contextual Knowledge:

In-depth understanding of the political, social, and economic context of Mozambique.

Familiarity with the structure and functioning of the government and public administration in Mozambique.

Regulatory Knowledge:

Solid knowledge of the laws and regulations that govern public administration in Mozambique.

Work Experience:

Demonstrable work experience in Mozambique, particularly in public administration
