Job Description

INTRODUCTION

Heritors Labs (HL) Limited, in strategic partnership with The German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Society for International Cooperation (GIZ), is leading the development of Ghana's AI Practitioners’ Guide. Heritors Labs is leveraging its expertise to create a comprehensive guide that will enhance the AI ecosystem in Ghana, address responsible AI practices, and provide actionable frameworks tailored to the local context. This collaboration aims to strengthen Ghana's AI landscape, facilitating innovation while ensuring the ethical and responsible adoption of AI technologies.


BACKGROUND

The German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Society for International Cooperation (GIZ) are key partners in advancing international development. BMZ leads Germany’s development strategy, aligning with the African Union’s goals, and supports projects in sustainable development, emergency assistance, education, and feminist policy. GIZ, responsible for technical cooperation, implements projects on behalf of BMZ to improve living conditions and promote sustainable outcomes, focusing on digital technologies to drive employment and entrepreneurship in underserved regions across Africa. 

The Digital Transformation Center Ghana (DTC Ghana) is part of a pan-African network of flagship projects initiated by the Federal Ministry for Economic Cooperation and Development (BMZ). This initiative aims to support Africa's transformation process by leveraging digital technologies for employment and entrepreneurship, particularly in rural areas. DTC Ghana focuses on equipping young people with the digital skills required for the 21st century and fostering digital innovation in underserved regions. 


DTC Ghana operates under the umbrella of four distinct projects: 

  1. Digital Transformation for Sustainable Development in Ghana (DTEG): Supports inclusive development by promoting digital entrepreneurship among informal MSMEs through tailored, gender-transformative capacity-building initiatives. 
  2. Pan-African E-Commerce Initiative (PeCI): Aims to enhance the ability of companies in selected African countries to engage in cross-border e-commerce. 
  3. FAIR Forward - Artificial Intelligence for All: Focuses on fostering frameworks for the application of artificial intelligence (AI). 
  4. Tech Entrepreneurship Initiative Make-IT in Africa: Promotes sustainable digital innovation. 


FAIR Forward - Artificial Intelligence for All is a project implemented by GIZ on behalf of BMZ. Operating from 2019 to 2025, it aims to democratize AI by making open-source AI resources accessible, strengthening local competencies, and promoting ethical, responsible AI development. In Ghana, FAIR Forward seeks to develop the Ghana AI Practitioners’ Guide through a multi-stakeholder consultation process to consolidate local AI innovation and foster responsible AI adoption.


Duration and Location 

The assignment is expected to commence upon finalization of the recruitment process and will span a total of 8 months.

Requirements

Qualifications and Expertise 

Education/Training: 

  • Bachelor's degree in computer science, Computer Engineering, Social Science, Public/Business Administration, or a related field. 

Language: 

  • C1-level proficiency in English. 

General Professional Experience: 

  • 10+ years of experience in Digital Technology/AI. 
  • 5+ years of experience in research related to policy or IT topics. 

Specific Professional Experience: 

  • 5+ years of professional experience in AI. 
  • 5+ years of professional experience in public policy. 

Regional Experience: 

  • 5+ years of experience in Africa and 3+ years of experience in Ghana. 

Development Cooperation: 

  • 5+ years of experience in development cooperation (DC). 


Qualification

Objectives of the Assignment 

The experts will be required to support the drafting of the Ghana AI Practitioners’ Guide. This guide will: 

  1. Provide an overview of AI ecosystem stakeholders in Ghana. 
  2. Detail existing and planned policies related to AI. 
  3. Highlight infrastructural foundations and projects related to data, computing resources, networks, and skills. 
  4. Address Responsible AI practices in the Ghanaian context. 
  5. Offer ethical frameworks and actionable guidelines tailored to the needs of Ghanaian society. 
  6. Provide recommendations to strengthen Ghana’s AI ecosystem. 

Scope of Work 

The recruited experts will form a short-term expert pool and undertake the following tasks: 

  1. Provide critical input and expert insights during the drafting process of the AI Practitioners’ Guide. 
  2. Participate in stakeholder workshops (virtual, in-person and residential) to collaborate with other contributors. 
  3. Continuously review and provide feedback throughout the drafting phases of the AI Practitioners’ Guide. 
  4. Submit final feedback on the completed AI Practitioners’ Guide.
